Whoever is a junk dealer or secondhand dealer and does any of the following is guilty of a misdemeanor: (1) has stolen goods in possession and refuses to permit a law enforcement officer to examine them during usual business hours; or (2) purchases property from a person under lawful age, without the written consent of the person's parent or guardian.
