Except as otherwise provided by law, scientific and natural areas are closed to hunting, trapping, and fishing unless: (1) the designating document allows hunting, trapping, or fishing; or (2) the commissioner allows hunting, trapping, or fishing in accordance with the procedure in section 86A.05, subdivision 5, paragraph (d).
