Subdivision 1. A responsible party or an owner of real property must, on discovering an incident has occurred, immediately report the incident to the commissioner. The responsible party must immediately take all reasonable action necessary to minimize or abate the incident and to recover any agricultural chemicals involved in the incident with or without a directive from the commissioner. Subd. 2. The responsible party must submit a written report of the incident to the commissioner in the form and by the time prescribed by the commissioner.
