(a) A person may not take bear without a bear license except as provided in section 97B.415 to protect property. (b) A person may not place bait for bears on or after the Friday nearest August 14 unless the person has a bear license or is operating under the direction of a person with a valid bear license. (c) An application for a bear license must be made in the manner prescribed by the commissioner and accompanied by a $4 application fee. A person may not make more than one application for each season. If a person makes more than one application, the person is ineligible for a license for that season after determination by the commissioner, without a hearing.
