Vehicles issued permits under this section must comply with all requirements and restrictions in section 169.865, subdivision 3. A vehicle may be operated under a permit issued under this section only to haul freight to or from a distribution facility that is: (1) constructed on or after July 1, 2013; and (2) located within the Department of Transportation District 4.
